The Wausau Ethics Board found that Mayor Doug Diny violated city policy by removing a ballot drop box from outside City Hall ahead of last November's election.
According to the board, Diny "exceeded his lawful authority" when he took the drop box, despite being advised by the city attorney that the city clerk has discretion over ballot drop boxes.
The board concluded that Diny must adjust his conduct to follow the city's ethics policy going forward.
The ethics board did not impose fines on Diny and did not recommend that the City Council take steps to censure, suspend, or remove him from office.
