During a working trip on November 2, he emphasized the need to swiftly return students to school and restore normalcy for residents.
The Party chief praised the city’s rapid and decisive response to severe flooding, citing it as proof of the effective two-tier local administration model.

- Robust community solidarity in disaster response was also noted.
The Party Central Committee, Vietnam Fatherland Front, and local authorities, with assistance from international partners, have raised multiple aid rounds to support recovery.
On-the-ground efforts by the army, police, and youth volunteers were commended for facilitating evacuations, distributing supplies, and aiding cleanup, thus minimising suffering and restoring stability.
