A report by the North Wales Safeguarding Board has found that more individuals have come forward alleging sexual abuse by Neil Foden, dating back to 1979.
Foden, 68, was previously convicted of 19 counts of sexual abuse and jailed for 17 years in July 2024. The new allegations suggest that his offending may have started earlier than previously thought.
“Since Foden’s conviction in July 2024, further victims have come forward. The earliest alleged sexual abuse was in 1979 when Foden had just qualified as a teacher and was in his first post.”
The report, which is 107 pages long, makes 27 recommendations and notes that the victim from 1979 agrees that reviewing practices from that time would not increase current learning due to significant changes in society’s understanding of child sexual abuse.
